Japanese Boycott.

The Washington officials have received information that the Japanese contemplate a systematic boycott of American goods if the appeals for redress of the San Francisco treatment are disregarded. Telegrams from Berlin state that the Kaiser is taking every opportunity showing that Germany is in the position to be America’s powerful friend. He paid conspicuous attention to Andrew Carnegie at Kiel, and to the American Ambassador. The New York Globe declares that within, a. year President Roosevelt will concentrate in the Pacific 16 battleships.
