Owing to tlie possibility of attaching a self-propelling torpedo to a fishing boat or other small craft, which could approach warships unsuspected, Sir Ernest Satow, at the Peace Conference, proposed to restrict the employnient of torpedoes to recognised warships. The proposal was analogous to the prohibition of civilian combatants without uniform in laud warfare.
Great Britain proposed to abolish contraband war. This was owing to the divergences relating to the definition of contraband and the friction arising out of the rights of search. German} 7 wished to except mail steamers from the delay involved in search. Britain’s and Germany’s draft proposals regarding Prize Courts differ materially. Germany proposes a tribunal constituted in war-time, the members being practically nominated by the two belligerents. Britain proposes a court of expert jurors and consuls established in peacetime on a neutral basis.
