FRANCES STREET.
Further Discussed by the Council. At last night’s Council meeting, Mr Brewer’s private street, Francis street, which is to be taken Over by the Council, was the subject of a little warm discussion. Cr Hennessy asked why the Council should demand the late Mr Austin and Mr Easton to kerb and metal etc. the continuation of Whyte’s street before the Council would consent to take it over and not make a similar stipulation with regard to Mr Brewer’s street. The same conditions should apply in both cases. The Mayor said the two cases were not analogous. Mr Brewer’s street was in the back part of the town. Also a resolution had been passed in reference to the conditions under which the Council would take over the street long before Messrs Easton and Austin had approached the Council in reference to the opening up of Whyte’s Street. And in any case the Council had not received further intimation from Messrs Easton and Austin. Proposed by Cr Baker, and seconded by the Mayor, That Frances Street be taken over by the Council when Mr Brewer has placed his written authority to give the Council the right to drain through his property if required. Cr Austin said there was no outlet for the water, and complaints had been made in reference to the water lying about. Cr Austin said the road should not be taken until a further inspection be made. He said he would move an amendment. The Mayor said a resolution had been passed by the Council that the street be inspected by the whole Council, and a day was fixed, and the inspection made. Crs Gray and Austin did not go with the Council. Councillors were returned by the ratepayers to do their duty. Cr Austin ; I suppose you refer to myself and Cr. Gray ? Mayor: Yes I do, Cr. Austin, and a resolution was passed by the Council for your convenience. I don’t think it is right that the Council should be put to this inconvenience. Cr Austin explained that he and Cr Gray were not at the meeting when the resolution was passed. Cr Stiles asked the Mayor to test the feeling of the Council on the subject. Cr Gray moved and Cr Austin, seconded the following amendment, “That the taking over of Frances street by the Council be held over pending the report of the Public Works Committee.” The amendment was declared lost on the voices and the motion was carried, Crs Austin and Gray dissenting.
