The Second Douma.

St. Petersburg, March 5. The Douma opened its sitting at the Taurida Palace.

Dr. Antonios, Metropolitan of St. Petersburg, appealed to the members’to forget their differences and work for the welfare of their suffering country. Throngs in the streets greeted the delegates with shouts for an amnesty to political prisoners.

The second Douma is considered younger, more democratic and less educated than the first.

. M. Stolypin, the Premier, stated that a long list of reform Bills of great magnitude and importance were ready for introduction.

The Czar’s absence from the ceremony is considered ominous.

The Socialist and Constitutional Democrats counsel prudence and moderation. Armoured automobiles were brought to St. Petersburg to suppress street riots.
