'The following letter has been forwarded to Senior Constable Woods from the Marine Department, through, the Commissioner of. Police Warn all flaxmill owners whose mills are on the Manawatu River banks that they must no deposit or allow mill refuse to go into the river otherwise proceedings will have to be taken against them for a breach of Section 217 Harbours Act 1878.
