FOXTON BOROUGH COUNCIL.

Special and Ordinary Meetings. A special meeting of the above was held in the Council Chambers last evening in order to arrange o the statutory half-holiday for 1907. Present—His Worship the Mayor (B. G. Gower, Esq.,) and Crs Prankland, Moore, Baker aird“"l Gray. „ ' ; appointed the day upon which the statutory half-holiday is to be held, on themotion of the Mayor and Cr Gray. The ordinary meeting was then held.

The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as follows

From Department of Roads, re erection of Manawatu bridge at Shannon, and apportioning Foxton’s share of the cost at 2/iaths, Manawatu County 5/i2ths, Horowhenua s/i2ths. The Council previously asked that Foxton’s propottyoc be reduced by reason of theMact that the Borough, area had curtailed, In reply the Depat’ttaeot stated that the apportionment was made not so much to the Borough area as in respect to its positlou J the seaport and centre of the County, and stating that the proportion was not at all unreasonable. It was very doubtful if the appor- - tionmeut already made could be ‘ disturbed unless the Manawatu County Council consented thereto. It was pointed out by the Mayor that the original apportionment for Foxton was fixed at one-third. Cr Frankland moved and Cr Moore seconded that no further effort be made to reduce the Borough’s contribution to the bridge. Carried, Cr Baker dissenting. Cr Baker expressed the opinion that the Council Should again communicate with the Department and ask tor a further reduction.

From 1.. J. Fake, asking permission to construct septic tanks.— The Mayor said the application would have to be deferred until the Council had made further inquiry.

From M. A. Speir^esking-per- fc --| ! mission to erect a bridge across the drain in Russell-st.—Request granted. From Edwin Toms, Palmerston N., (on behalf of a company), offering to instal a water supply system from deep well supply, to give twenty to twentyfour thousand gallons for twentyfour hours at about forty pounds pressure, through three hundred chains of six-inch spiral steel pipes; two hundred chains of twoinch galvanised pipe, as house supply to boundaries of properties, all laid complete with necessary fittings. Also ten thousand gallons reserve of water in two iron plate tanks, erected on iron stands i •:bstantial to, carrv^ Uuks.' "'An' en s :ue lilting two thousand gallons, of ' rder per hour at a cost of about per hour. The approximate toial cost of above would be A reply is asked within 14 days;

Cr Moore asked ‘whether the estimate included ground ? The Mayor said this was a matter that should be dealt with by a full meeting. Cr Baker favoured a report being obtained in reference to procuring a water supply from the hills

Cr Moore thought some means should be obtained for fire prevention purposes. • Cr Frankland agreed with the previous speakers/~lu discussing ; a water supply, sanitation should also be taken into consideration. The Clerk said the scheme would deal with sanitation and water for domestic purposes but it would not include fire extinction. Crs. Frankland and Moore moved that the Company be asked on what condition they could amplify their scheme so as to guarantee an efficient fire extinction scheme. —Carried. The Clerk was instructed to call a special, meeting to deal with the matter. From Secretary of the local Rowing Club asking Council to pass a resolution or give the club power to stop public bathing near the club sheds as it causes, { venience to members who desire j to take their wives and sisters out i for a row.—Cr Baker said if people were not properly attired it should be stopped. J'he Mayor said if that was $o it was a case for the police. - Cr Moore said he thought the bathers had proper attire, but it was inconvenient no doubt to club members. He suggested a notice being put up requesting bathers to go elsewhere. This met with the approval of other Councillors. From E- Ball, asking to keep saloon open from January to 24th all night. (Councillors were of opinion''that the Council did not have the pofwer tow'' grant the request. Or Frankland moved and Cr Moore seconded that this Council take steps to get the Minister of Lands to make a further grant (£106) to improve the sanatorium at the Heads by planting lupins and sand binding grass and other plants, and that the Council invite the co-operation ot the Foxton Chamber of Commerce and of the Borough Council and Chamber of Commerce of adjoining borough, Cr Frankland said that the beach dailjk becoming a favourite .. seaside and Health resort and hun- ? dreds were visiting/ it. ' When a previous grant was made for beautifying the locality the trees did not grow as they were planted without protection. The clerk explained that Mr Nye and himself had bought lupin seeds and planted them in the locality. The motion was put and carried unanimously. REPORTS. The poundkeeper reported impounding 10 horses and 40 cattle during the month ; fees 17s. The Inspector of nuisances reported upon certain back yards and pans in certain W.C.’s being without handles, also certain in a filthy condition; one owner had to be prosecuted. He hoped soon to report the borough in a healthy state. ? Cr Baker remarked that it was ~ bv *t report yet received from Y-he inspector, which brought forth the remark that he had been “ getting a lively time of late.” The overseer reported upon works carried out during the past month and suggested that the hay in the cemetery be raked up and burnt, and that the water tables in Main St. be cleaned. Accounts were passed for payment and the meeting rose.
