Penalties. —Flat Races—The winner of any flat race after the declaration of weights to carry a penalty of 1 cub -, and of every additional race a further penalty, of ylbs."' Plorses handicapped at Bst lolb or over to carry half the above penalties. Hurdle Races—The winner of any hurdle race after the declaration of weights to carry a penalty of xolbs in the hurdle race, and ot every additional race a further penalty of ylbs. Definition of a Hack.—A Hack means a horse that has not at time of entry won a race of the value of 100 sovs, or raefes of the collective value of 830 SOVS} * No horse will be allowed to start whose fees are unpaid.
