Penalties. —Flat Races—The winner of any flat race after the declaration of weights to carry a penalty of 1 cub -, and of every additional race a further penalty, of ylbs."' Hurdle Races—The winner of any hurdle race after the declaration of weights to carry a penalty of xolbs in the hurdle race, and ot every additional race a further penalty of ylbs. Definition of a Hack.—A Hack means a horse that has not at time of entry won a race of the value of 100 sovs, or raefes of the collective value of 830 SOVS} * No horse will be allowed to start whose fees are unpaid.
