I/ONDON, Dec. 18
Lord Elgin, in the House of Lords, and Mr Churchill, in the House of Commons, made statements respecting the Transvaal and Orangia Constitutions. They explained that Orangia would receive substantially the same Constitution as the Transvaal. The Bloemfontein Parliament would be at work by the autumn. Mr Churchill declared he believed the Boers had abandoned their ambition to create a Dutch republic in South Africa, and only hoped to become another Commonwealth. After some criticism the Commons approved of granting the Constitutions.
