Capetown, Dec. '4* The Head Committee advise the Hetvolk Congress to accept a programme of racial reconciliation, the federation of South Africa, just and humane treatment of natives and their suitable education especially industrially, also the prohibition of the importation of Asiatic labour, the gradual repatriation of the Chinese at the expiration of their contracts, and the replacement of Chinese by natives.
