Borough Council.

The ordinary meeting of the above was held in the Public Ribrary last evening. Present : Mayor (Mr Gower), Crs Coley, Gray, Shadbolt, Moore, Frankland, Stiles and Baker. The minutes of the last ordinary and special meetings were read and confirmed. Cr Baker raised the point re the legality.of one of the special meetings. He said some of the Councillors had not been notified.—The Mayor explained that the meeting was urgent and there was a quorrm present. Correspondence was read from W. Johnson, H. Coley and J. Hillary, asking Council to put in crossing from Coley street to Futter street. —Request granted on the motion of Mayor and Cr Coley. From Palmerston North Chamber of Commerce re resolution urging the Government to take over the Manawatu Company’s line.—The Mayor said that perhaps it would not be in the best interests of Foxton and of the Revin-Greatford line to take any action.—Cr Stiles stated that the Wellington City Council had not taken any action. —Cr Frankland said the matter didn’t press on our corns to any perceptible extent. — Cr Moore said the Revin to Greatford railway might be facilitated if the Government took over the Manawatu line.—Cr Baker said if the Government took over the Manawatu line and completed the Greatford-Revin railway it would be a considerable saving in haulage,—Cr Coley said the Government ought to take over the Manawatu line. Goods coming from Wellington via the Rimutaka took four days in transit. —On the motion of Cr iStiles, seconded by Cr Frankland, it was moved “ That the Borough Council inform the Palmerston North Chamber of Commerce that they are willing to fall in with their ,invitaton, and that steps will be taken to appoint a delegate to wait on the Minister of Railways in conjunction with a deputation to be formed by them.” —Carried unanimously. From P. C. Freetb, interim secretary for Hospital for Consumptives, requesting Council to appoint a delegate to attend a conference with Dr Mason, chief health officer, at Palmerston North, on Sept. 27th, and stating that there would be no difficulty in raising funds for the erection of the building per public subscriptions. —Cr Baker said the matter was of vital importance and spoke of benefits derived from a similar institution established up north.— The Mayor consented to represent the: Council at the proposed conference.

From Messrs Revin and Co. re leasing borough section at the rear of the new Counciß Chambers. — Proposed by the Mayor, and seconded by Cr Coley, “ That in reply to the letter by Messrs Revin and Co. this Council are in favour of the lease of part of Harbour street as applied for containing the following provision : ‘ That a valuation of the buildings be made at the end of the lease and then the section be put up to public auction and person whose price is accepted shall pay the value of the building and the new rent tendered by him at auction. —Carried.

The overseer reported on work carried out during the month, and suggested that hew kerbing be put down in Main street near the Bank of New Zealand, a distance ot 2, l A chains, and that the wire fence opposite pound be repaired.— The report was adopted with the exception of kerbing opposite Chung Wall’s and Bank, and the owners of property fronting same be asked to contribute half of the cost.—Carried. Mr Feek was appointed ranger at the same remuneration as his predecessor. It was resolved that a lamp be placed near Council Chamber so as to show a light into the reading room at Library. Accounts as read were passed for payment. The sanitary inspector declared the borough to be in a clean and sanitary condition. The Treasurer’s statement showed that ,£234 2s 6d had been paid into the district fund account, and that the bank balance was district fund account £iob 19s yd overdrawn, the Council Charal ers Loan Account to credit. The balances of tha - various separate accounts are as follows: General account dr., 7s 2d ; Library cr., is 3d; Reserves cr., is yd; Cemetery cr., £7 13s rod ; Interest cr., ,£ll6 ss; Loan, /175. The poundkeeper reported that 10 horses and 8 head of cattle had been impounded and one horse sold. Cr Stiles moved and the Mayor

seconded that all rates unpaid by the ist October be sued for without further notice. —Carried.
