Frankland (Foxton) moved that it be made loyal for boroughs to use the funds which stand to the cred.it of any one reserve account for purposes U' which any other reserve account or accounts are applicable, any special act to the contrary notwithstanding. The mover explained that it was intended only to use thfunds of one reserve account lor the purposes of other reserves, and not that reserve funds should he used, for the purposes of tlm general account. Mr J. A. Renah (Mayor of Masterton) said the recommendation was a dangerous one, as it might interfere with endowments presented to municipal! ■ ties by private donors. These en - dowments should he held sacred to the purposes for which they ha-1 been given.—The motion was negatived.
