London, August 2. The Daily Telegraph says the general verdict of the colonies and the city on the Transvaal Constitution may he summarised in a phrase often recurring yesterday. “ It might have been worse.” The Times’ Johannesburg correspondent reports that the British party are frankly disappointed with the Constitution. The Times says that ou the whole the verdict of South Africa and Britain ou Transvaal Constitution seems to be that things might well have been worse. It , simply throws into stronger relief the umvislom of the line of action pursued during the last six the policy having been one of in-” terferenceand menace, whence any avenue of escape was welcome, however great the attendant risks.
