BRITON AND BOER.

Capetown, June 6.

Sir West Ridgeway, when leaving Johannesburg for Bloemfontein, stated the Committee of Enquiry, of which he is chairman, was very-satisfied at the progress towards framing a constitution satisfactory to all parties. Sir J. P. Fitzpatrick, representing the British party, declares the Committee failed to reconcile the discordant racial elements on the basis of mutual concessions. All the Boer proposals were calculated to give them a majority and undermine ,British supremacy. The Imperial Government’s inaction has caused hard times, distress and starvation, and further delay will intensify the exodus of British people. The result is almost certain to be a Boer majority and the British will once again have their backs to the wail fighting for their rights. He advocated an appeal to the colonies whose people shed their blood in South Africa and to national feeling in England to prevent the loss of all the fruits of their sacrifices.
