Sir Joseph Ward.

At the dinner given by Sir Joseph Ward to a hundred and twenty delegates to the International Postal Congress, the American representative invited the New Zealand Postmaster General to visit the United States. He declared that universal penny postage was bound to come. The voting at the congress had given the movement a great lift. Sir Joseph Ward expressed the hope that America would soon enter into a restricted penny postage treaty with New Zealand. ■ London, May 16. Sir Joseph Ward is expected to arrive in London to-morrow.
