CONFLICT INEVITABLE.

St. Petersburg,' April 5.

Leaders of the Constitutional Democratic party, which is victorious in most Russian towns, declare that the Duma is hound to oppose the Government Conflicts are inevitable. The only chance of avoiding revolution, in their opinion, will be to form a coalition Ministry under M.M. Shipoff and Petrunkevitcb, with an entirely liberal programme. The peasants are frantically deteraiined to uphold the Duma.
