Lord Milner.
HIS SERVICES TO THE EMPIRE. RESOLUTION OF THE HOUSE OE LORDS. London, March 31. In the House of Lords Lord Halifax moved, “ That this House desires to place on record its high appreciation of Lord Milner’s services to the Empire.” Lord Elgin, Colonial Secretary moved “ the previous question, 0 on the ground that it was tOO early to pronounce on the results of Lord Milner’s policy, as the South African problem was not yet closed. The Archbishop of Canterbury pointed out that the Government had not moved the previous question when the subject was under discussion in the House of Commons.
Lord Lausdowne declared that Lord Halifax’s motion was a com* plement to the action of the House of Commons.
The “previous question” was negatived by 170 votes to 35 and Lord Halifax’s motion adopted without division.
