THE CIVIL GOVERNMENT’S SUPREMACY.
London, February 26
Mr John Morley, Secretary for India, with the unanimous concurrence of the Council of India in London, has assnrred the Civil Government’s supremacy, accepting the compromise of last summer and adjusting certain details. Henceforth the Indian Government’s Secretary in the Army Department will be given the same powers as the secretaries in other departments. The Commander -in - Chiefs subordinates will not be allowed to submit papers and cases to the Com-mander-in-Chief except through the Secretary. The Times says this is a statesmanlike and wise decision.
