POWERS.
FRANCE’S LAST WORD.
London, February 20.
At the international conference on the position in Morocco, now sitting at Algeciras, Germany has proposed that the Sultan shall choose foreign officers to control the native police, or that such con|* trol lie entrusted to diplomatists at Tangier, acting through a high officer belonging to a neutral Power.
France is willing to leave the organisation of the police force to the Sultan if French and Spanish officers exercise control in the maritime towns. _She is even willing to discuss the principle of supervision.
The Paris newspaper Le Temps declares that France’s last word has been spoken.
The subjects being discussed ty the representatives of the Powers are-
1. Organisation of the police (apart from the frontier districts) by international agreement, 2. Arrangements for the or* ganisation of the surveillance and the suppression of contraband in arras. In the frontier regions the application of these arrangements shall remain the exclusive business of France in conjunction with Morocco.
3. The furnishing of financial support of the Maghzen by the establishment- of a State Bank, with the right of issuing notes, this bank to undertake Treasury operations and to act as intermediary for the coinage of money (the profits from this going to the Maghzen). 4. Measures for improving the yield of existing sources of revenue and the opening of a new sources. 5- An undertaking by the Moghzen not to alienate any of the public services for the benefit of private interests, 6. The principles of adjudication of contracts for public works without distinction of nationality, . The_ first four subjects nave been discussed.
