Manawatu Herald. THURSDAY, JANUARY 18, 1906 THE PROPOSED FIRE PREVENTION SCHEME.
Since the public meeting, held a few months ago, little has been heard of the proposed scheme to borrow money for the purpose of establishing a fire prevention scheme in pur midst. The reason of this slackness was that the Borough Council read the Act to mean that it prevented them from borrowing money for the purpose named. So they decided to seek professional advice. They accordingly put the following questions to Mr J. F. Martin, counsel to the Municipal Association of New Zealand :—Can the Council borrow money for the purpose of buying a fire engine and plant (hose, &c.), building of concrete tanks below surface of street fur storage o r water for the extinction of fires, or are they barred from so doing by section 310 of the Municipal Corporations Act, 1900. The reply received from M r Martin was read to the Council last night; ‘ ‘ The Council can in my opinion borrow money for - a l l the purposes mentioned except the providing of hoses and other such articles, as they come under the term appliances ” The Council preferred to leave the matter at that, and adjourned discussion on same until the next ordinary meeting, when the question should be fully gone into, and after which we will know whether our Council intend to act for tl e benefit of the townsfolk generally.
