Internal Russia. St. Petersbobg, Oct. 20. The Czar’s manifesto proclaiming Veace says : “ God caused the Fatherland to suffer sore trials and blows in the late sanguinary war, affording manifest proofs ot the bravery and courage ot the glorious troops in an obstinate struggle against a brave and mighty enemy.” Now that the painiul war was over the Eastern Empire would be developed in peace and good neighbourliness with Japan, their friend. The Czar asked for the prayers of his subjects, that God woul<J bless his great labours in conjunction with the men elected by the people for the development and prosperity of Russia. M. de Witte speaking before Count 1 Solsky’a commission urged immediate legislation ta ensure liberty of the person, the press, the conscience and public meeting. He also urged that it was necessary for the Government to co-operate with the moderate elements in society.
