POLICING THE SEAS.

SPEECH BY PRESIDENT ROOSEVELT.

Washington, Oct. 19. President Roosevelt is touring the Southern States. Speaking at Richmond, Mr Roosevelt said America was bound to play a great part in the world, and must raise her voice for righteousness and peace. Owing to her undertaking to Slice the seas at either end of the nana Canal, America had a peculiar interest in the preservation of order, for the peaceful passage of commerce in the Pacific and Caribbean seas;

Referring indirectly to Venezuela and San Domingo, Mr Roosevelt stated that it the nations in the vicintiy of the canal declined wise and generous assistance, they would ultimately cause America to face humiliation in bloodshed.
