discontented Russia. St. Petersburg, Sept. 25. The Armenians and Tartars at Baku have signed a mutual peace agreement. Both are mulually responsible until iQoj* for Compensation for damages wrought by reason of the massacre ■Mid pillage on the part of their respective compatriots. Strict observance of terms is guaranteed by ten Armenians and ten Mussulmans, all of whom are millionaires. The Peasants t'nion of Russia, entirely, cbrhposed of mujiks, has enrolled 200,000 members during 1905. They are pledged to demand reforms. The political unions for professional classes embrace 50,000 members. Professor Melinkoff, of St. Peters burg University, who was arrested for taking part in the national elections, has been released. He declares the professional league favour participation in the elections.
