Russia and Japan.
PEACE HOPES BLASTED.
Tho Peace Conference sat for an hour and a half on Saturday, approving the signed protocols. M. de Witte state- 1 that at Baron Komura’s request tho Conference adjourned until Monday, when it is presumed the Japanese plenipotentiaries will have something to submit. It is stated by other Russians that the Czar has refused to permit a counter - proposal to the Japanese compromise. The Conservative press at St. Petersburg is geewing more arrogant, and declares that Japan is financially exhausted and bound to agree to terms that will be satisfactory to Russia.
The “ Novoa Vremya ” insolently suggests that, inasmuch as Japan is impressing need of money to satisfy her creditors, Russia, might guarantee the Japanese war loan and occupy the island of Tsushima until Japan repays her borrowings. The same paper remarks that Japan must renounce the idea of maintaining a large army, tmeh rmiunciadon would prove that she sincerely desires pence. The article in the' “ Novoe Vremya ” is typical of the absurdities that are obtaining widespread circulation iu Russia. The real facts of the situation are wilfully ignored. Reuter’s Agency reports that Japanese popular opinion is bitterly opposed to further concessions, and advocates harsher terms.
Tbo New York ejtmspondenfc of “ The Times ” says if Russia continues the war she will forfeit American friendship and esteem for good. All the French papers encourage Russia to come to terms.
OTHER ITEMS. It is stated at Bt. Petersburg that all the officers who surrendered with Admiral Niebogatoff, at the Battle ot Tsushima, have been cashiered. Admiral NiebogatoS pleads that hesuvr . der pf his ship-* was, in the circumstances, nec jasury, and that it saved 2000 lives. A Russian Navy League is in course of formation as a result of the Czar’s edict of April 30th. Admiral Katooka reports that the fleet in Okhotsk Sea captured a gun at Portagon, and seized .the British ship Antelope near ■ aghahen. The Kamschatka squadron seized the Russian transport Montara. The Japanese fleet is taking ings at the mom b of the Amur.
