FIGHTING IN SAGHALIEN. A destroyer operating on the east coast of Saghalien attacked the Russians holding the telegraph office at a town on the island on the .13th and captured 18 men, besides arms and telegraph apparatus*' Admiral Katmoka reports that a detachment of the squadron attacked the Russian lazaret in the Tartar Straits on the 13th hist. The enemy were hidden in the forest and suddenly attacked the marinbs who were landing. One of them was killed and four wounded. The enemy were finally dispersed. gPROBABLE FAILURE OF PEACE EFFORTS. Dr Morrison, the “Times ” correspondent, who is now at Portsmouth in the United States where the Peace Conference is meeting, telegraphs that the Conference will seemingly fail, yet the holding of It will have been justified as opening the way to a subsequent Conference when a favourable issue may be expected.
