SOME TERMS ACCEPTED. COMPLETE AGREEMENT NOT vet assured. it is reported that Russia’s plenipotentiary (M. do Witte) lias agreed to the Japanese terms requiring recognition ol a Japanese protectorate over Korea, evacuation by Russia of Manchuria and aboudonmeut of rights then;, and the cession to Japan of the Chinese Eastern Railway from Harping southward-. Iho following conditions were re-jected--Relinquishment to Japan of Russian warships now interned in neutral ports; limitation of Russia’s naval strength in the Far East. The St. Petersburg correspondent of “ The Times ” slates that it is considered in high quarters in the Russian capital that unless the demand for indemnity is withdrawn there will lie a rupture of the negotiations during the present week. Preparations have been completed for 11 general mobilisation, and if the conference fails -a c Uprenic effort will be made in the Etd’ East during the present year.
