Nothing new is disclosed, but those who carefully peruse the statement put into his Excellexcv’s mouth will gain one impression of a disquieting nature. They will observe that, by various moans the permanent cost of government in this' colony is to be largely added to. In' creased expenditure is foreshadowed in ' almost even- department of the Administration. These are all undoubtedly good in principle, but it is much too largo an order to have them all brought into operation at once, and the Pkemiek would do well to recall and act up to his oft-repeated motto, “Go slow.” Our main railway lines are to ho hurried on. No one will object; but it should he borne■.in mind that expenditure on minor lines is to go on unabridged.
