THE ALTERNATIVE—“ PASSIVE
RESISTANCE.”

The Czar’s advisers refuse to recognise the representative character oi the Zemstvos’ deputation, insisting that it is only an unauthorised and even forbidden assembly. The delegates have declared that this is the Russian people’s last appeal to the Czar. Unless they obtain satisfactory assurance that the nation wil.. be allowed a voice in the government ot the country, especially in determining the question of peace or war, the contest will enter a new phase, and the people will resort to passive resistance, strikes and non-payment o£ taxes.
The Czar’s final decision regarding the Zemstvos’ deputation is promised for Monday.
