MINOR EVENTS' EPITOMISED. The “ Standard,” commenting on Mr Deakin’s views on colonial defence and Lord Selbourne’s Capetown and Natal scheme for naval volunteers, suggests the soundest plan would be for each part ot the Empire to provide generously for passive resistance, giving harder knocks than it receives, and ot make such contributions of money ships, or men as would enable the Admiralty at the shortest notice to concentrate an overwhelming fore# at the probable moment; of attack. A German Company has obtained a concession to construct a port near Tangier. The repayment of the cost of th# new port at Tangier is spread over a decade without interest. A storm caused great havoc at Staraboul. Several houses collapsed, General Vasfi Pasha being among the number killed. Advice has been that so persons w«r ff downed in the floods at Fe, Entrerios and Chaco, W.S.A., and 5000 head of cattle perished.
