Reforms in Russia.
A SECRET CONGRESS; COMPREHENSIVE POLITICAL PLATFORM. St. Petersburg, April *3, A secret congress of journalists, lit* terateurs, and other representative Russians sat tor a week in St. Petersburg—shifting its place of meeting daily—and arranged for the possible election of an Assembly. The question of political reforms wa» gone into by the congress. All the delegates agreed that the Autocracy is doomed. Resolutions were adopted insisting on a total reconstruction of the framework o£ society; upholding the rights of every Russian nationality; outlining a scheme for satisfying the autonomous desires of Finns, Poles and Armenians; and demanding civil and political equality for Jews. It was also resolved that the time has come for efficient action— by lawful and unlawful means—to combat the tactics of the Government in egging on the scum of the population against the intellectuals.
