Russian Unrest.
THE CZAR’S PROPOSALS. ANTICIPATIONS OF THE FUTURE. MOBILISATION OPPOSED AND ABANDONED. St. Petersburg, March 26, Despite the efforts of leading reactionaries to belittle the Czars rescript of March 3rd I’eCognising the elective principle, it is widely believed that the rescript represents the calm and deliberate judgment of the Government, afe distinguished from the Court party. Tile newspaper “ Novoe Vremya ” implies that M. Buliguine’s Commission is likely to confer the elective tranchise on owners of 300 acres or the equivalent in houses ot* other property in every parish in Russia. The peasants in the Kutno district declined to furnish horses for mobilisation purposes. The crowd, which was not tamiliar with Russian methods, disobeyed the order to move, but fled when the soldiers were aiming at them, wounding many oi them in the back. Those who were injured were not allowed to be removed to their homes, but were conveyed in carts to Kutno, a six hours’ journey, without obtaining the assistance of doctors. London, March 26. The mobilisation of the Russian reserves has been abandoned. The losses sustained by the troops at the front will be filled from the depot battalions. MORE BOMBS. THREATENED ASSASSINATION OF GRAND DUKES. London, March 26. The Warsaw police discovered 80 bombs in a brick grave u t Savonski cemetery. The Russian revolutionary leaders at Zurich have warned the Grand Dukes to resign their official positions within a month on pain of death. THE WEAK C2AR. Berlin, March a 6. The newspaper “Allgemeine Zeitung " reports that the Czar is wholly under the influence of Father John of Kronstadt, and asks him on all occasions what prayers he will offer. The Czar spends several hours a day saying the prayers recommended by Father John. MORE SQUABBLING. CHIEF OF POLICE AND OTHERS INJURED. St. Petersburg, March 27. A Jew threw a bomb at the police station at Praga, a suburb at Warsaw, wounding six policemen. The assassin himself was injured, and was arrested, after twice wounding an officer who prevented his escape. While the Chief ot Police was driving towards Praga, a man threw a bomb into his carriage, severely injuring him. The assailant escaped after killing a plainclothes constable who tried to arrest him.
