The correspondent adds that the Kaiser—at any rate until recently—advised the continuance of the war, on the ground that the privileges of Russia, of Autocracy, and ot Christendom, demanded ft permanent triumph by the white over the yellow race. German newspapers declare that the Czar sits brooding and is absentminded for hours. He eats scarcely anything, and I utters from frequent headaches.
