IMPERIAL AFFAIRS. Ottawa, March 14. j in the Canadian blouse of Commons Colonel Hughes moved a resolution in favour of a. union with Britain and her colonies on a basis ot full partnership. The motion proposes that a united Imperial Parliament should bk established to deal with national problems, leaving existing Parliaments their present powers. In the course of a speech in moving ■his resolution, Colonel Hughes expressed himself warmE m lavour of Mr Chamberlain's preference policy. The debate is proceeding. BRITISH ARMY ESTIMATES. London, March 14. The Army Estimates-, which have been introduced in the House of Commons by Mr H. O. Arnold-I*orsthr. Minister of War, provide for an expenditure of £29,8x3,000— an increase of/953,0ci0 over the estimates of last 3*ear. TURKEY'S STRENUOUS LIFE. Constantinople, March 14. Ahmet Riza Pasha (one of the Sultan’s aides) and Arif Bey (a chamberlain) have fled abroad owing to the machinations of the secret police, whose agents beat and wounded Riza in the street, A WRECK. Hop.u-x, March 15. The wreck of the barque Acacia, missing since June last, has been found in Mainwaring Inlet, near where the Brierholm was wrecked. Two bodies were found on the beach. The Acacia was bound from Port Fsperance to Adelaide. SERIOUS FIRES. New York, March 14. Twenty persons perished and twelve were injured in a fire in a five-storey tenement in New York. The victims were mostly Polish Jews. Adelaide, March 15. A fire destroyed the Adelaide Milling Company’s mill at Port Adelaide. The damage is estimated at £20,000. The insurances total £xo,ooo. MINOR MATTERS EPITOMISED, The plague restrictions regarding the Clarence river have been removed. The Spanihh Government lias devoted £BO,OOO to alleviate the distress caused by the drought in Andalusia. As a result of the Belgian inquiry, several agents are awaiting trial at Borna on charges ot murder and cruelty to natives in the Congo. An explosion occurred at the Cambrisn colliery, at Llynpia, in Wales, while shifts were being changed. The shaft was wrecked. Forty of the miners were rescued alive, hut many were severely burned. Between twenty and thirty men lost their lives. It is reported at Mombassa that nine thousand Somalis attacked Merka (a town on the east coast of Somaliland), annihilating the inhabitants. The Federal Minister for Customs lias informed a Methodist Conference deputation that the Postal Department was taking every means to suppress the sweep correspondence evil. Dealing with the question of defining a place under the Betting Act, the New South Wales Chief Justice remarked that the decision oflhe House of Lords in the Kempton Park case was one of the most unsatisfactory given in any court case. The case was stated by agreement, and all the facts suppressed which might prove hostile to the Kempton Club. The Federal Premier, Mr G. 11. Reid, in a speech to his constituents, said the policy of the party he would lead ia the next campaign would be anti-socialism. He explained that ha had come to an understanding with Mr Deakin that if Parliament was dissolved before its ordinary time tho labour party would be lought determinedly. If it lasted for its full term, six months’ notice would be given of the Ministerial attitude on the fiscal question. The “ Sydney Morning Herald ” takes Mr Seddon’s reference to the possibility of his being called to London to assist on the Council of the Empire to mean that he would take the High Cornmissionership. A Svdncy cable says the Scott, Fell Coy. has offered a mail service via Combay instead of Colombo. It is reported that the firm has mado arrangements for the Houstin line to secure the necessary large steamers. The South Australian AttorneyGeneral has made an important statement in connection with the controversy regarding the expensiveness of the High Court, w]xose travelling expenses alone lor the 15 months amounted to £3OOO. He considers the associates of each judge out of place, , and is taking steps to bring the cost to ' more reasonable limits. There is, alio, no precedent that an ambulatory High Court should sit at Melbourne, but as the appeal business in Sydney has grown through the court sitting there it would be necessary to retrace its steps by|degrco3,
