Foxton Borough Council.

SPECIAL MEETING.

A special meeting of the above Council was held last night to make t. special order applying for additional ro per cent on £3OOO loan to complete roads. Also to strike a rate to secure repayment of the said £3OO, There was practically little discussion on the subjert, and the following motions were put and carried : Proposed by the Mayor, seconded by Cr Baker, That in pursuance of the powers vested in it in that behalf by the Local Bodies Loans Act 1901 and Amendments thereto the Foxton Borough Council hereby resolves as tollows “ That application be made to the Treasury tor a further loan of {■3oo, being 10 per cent on £3OOO loan from the Government to make certain roads and streets within the Borough, the said £3OOO loan having been found insufficient to complete the said works, and that a special meeting be held on the 13th March to confirm this special order.”

Proposed by the Mayor, and secqnded by Cr Coley, That in pursuance and exercise of the powers vested in it in that behalf by the Local Bodies Act 1901 and Amendments the Foxton Borough Council hereby resolves as follows “ That for the purpose of providing the interest and other charges on a loan ot £3OO, authorised to be raised by the Foxton Borough Council under the above mentioned Acts for the completion of making and metalling certain roads and streets within the Borough of Foxton, the said Foxton Borough Council hereby makes and levies a Special Rate of three-eights of a penny in the £ upon the rateable value of all rateable property ot the Borough of Foxton and that such special rate shall be an annual recurring rate during the currency ot such loan and be payable half-yearly on the first days of June and December in each and every year during the currency ot such loan, being a period of forty-one years or until the loan is fully paid off, and that a special meeting be held on the 13th March to confirm this special order. ORDINARY MEETING. The ordinary meeting was held immediately afterwards, when there were present—His Worship the Mayor (G. A. Simpson, Esq.), Crs B. Gower, S. H. Baker, B. Spelman, J. Overend, G. Coley, and J. Symonds. The minutes otthe previous meeting: were *ead and confirmed. j ACCOUNTS. All accounts were passed for payment.

REPORTS. The Overseer reported at length on the Borough works. The Sanitary Inspector wrote declaring the Borough to be in a clean state. The Pound keeper reported that nine head of cattle had been impounded for the month. The Treasurer reported that since last monthly meeting the sum of £Bo 4s 4d had been paid into the District Fund Account, and that the Bank Balances stood as follows :—District Fund, £438 4s rod: Streets Loan, £'B3o 4s rod ; both in credit. The reports were adopted. CEMETERY HAY, Some discussion took place on the matter of the Cemetery Account, several Councillors being of opinion that the making of the cemetery hay was costing too much. The value of the stack was estimated at anything from £3 to £2O, and to put the matter to the test, it was finally decided to call for tenders for same, on the proposition of the Mayor, seconded by Cr Spelman. THE RANGER. The small number of cattle impounded during the month roused Councillors somewhat, and as a result ol general disapproval of the present ranger's efforts to keep stray cattle off the Borough streets, Cr Gower proposed, and Cr Baker seconded, That the ranger be requested to attend to his duties at once or resign.—Carried. A NECESSARY WORK. Cr Gower moved, and Cr Coley seconded, That the overseer be instructed to fill in (he holes in the footpath from Cook street to Johnston street, with fine gravel, and when funds are available to have same asphalted. Carried. CORRESPONDENCE. tauch correspondence of a minor character was read. From C. Rush, Palmerston North Friendly Societies, asking that gate at Victoria Park, near railway line, he enlarged.—Cr Baker proposed and Cr Gower seconded, That another gate be erected where required. Carried. Mr Geo. Nye wrote stating that he had inspected Wirokino Bridge, and suggested improvements. Mr R. Noonan wrote offering to act as building inspector, vice Mr A. Fraser, resigned.—Resolved on proposal, of Cr Cower, seconded by Cr Baker, That Mr Noonan's offer be agreed to. J. Doyle’s hatter. Our late lamplighter forwarded a letter and statement of claim to the Council for kerosene, which the Council decided to pay sooner than let the matter be fought out in the “ High ” Courts. The amount claimed was £3 11s 6d. His claim for one day’s pay, for cleaning lamps, was ignored. AN AGGRIEVED RATEPAYER. The Town Clerk explained to the meeting that in the matter of Mr Gray for rates, he had issued a summons against him. Mr Gray put in a counter claim, and the Borough Clerk wished to know whether the Council intended to contest and reject same.— Decided ‘‘That Mr Grav’s solicitors be advised that the Council does not acknowledge any balance of account due, as Mr Gray has been informed that his contract is not completed.” Mr Gray’s counter claim was for work done whilst a Borough contractor. OVER A FENCE. Proposed by Cr Gower, seconded by Cr Coley, That final notice be sent to Mr M. Gray to fence his frontages to Awahou drain within four weeks from date, or the Council will erect same at his expense. Carried. WATER SCHEME. Cr Coley explained to the Council that whilst in Blenheim he interviewed the Town Clerk there re the water scheme they had in operation, and that as a result all information re same would be forwarded to the Foxton Borough Council.—Cr Coley was thanked for his forethought. A DEPUTATION. The Foxton Athletic Club waited on the Council with reference to the Cycle track in Victoria Park. Mr Gray, as spokesman, produced plans as to alterations, estimating that the improvements would cost about £IOO. The Club had about £33 odd in hand, and wished the Council to supplement the remainder. It was urged that if the track were made more suitable, a better class of riders would compete, and the gate money increase.—The Council promised to consider the matter fully and do what it was possible to do. In the meantime, a proper estimate of the cost is to be obtained. Messrs Gray, Frew, Perrean, and Martin constituted the deputation. The Council then adjourned.
