A BRITISH PROTEST,

The Prefect of Moscow informed the British Consul that he had issued a placard, printed at the Prefecture, charging England with financing the strikers in order to gain time at the moment of a dangerous crisis. He admitted it was untrue regarding England, but suspected Japan. He offered the Consul persona! satisfaction if he considered he had been insulted. Another placard has been issued in Moscow which alleges that Lonjjlon financiers raised eighteen million roubles to assist the strikers and to force peace in Japan’s interests. • General Trepoff has resolved to bridle the Liberal press and continue his policy of merciless repression. Official circles attribute the revolt to Prince Mirsky’s leniency, kir A. H. Hardinge, the British Minister, has protested against the calumnious placard issued in iUos cow. Count Lamsdorff, Minister for Foreign Affairs, has promised an inquiry and the prevention of a repetition.
