LONDON, Jan. 25.

The French gunboat Capricorn has arrived from the Sychellea and reports that the Baltic Squadron was at Passandava on the 20th. It was expected to remove to a port on the eastern coast of Madagascar in order to escape the hurricane season. It is likely to remain at Madagascar until the result of the North Sea Commission is known.

There are Constant disagreements at the North Sea Commission between Fry and Baron Daube, the British and Russian legal advisers, with respect to international law.
