The dailies are full of nothing else of late but the mad doings of inside Russia. These cables bespeak a warm time, and there can be no doubt that the trouble expanding must have a serious effect on the ultimate result of the Russian - Japanese war in the Far East. The little brown men are sura to take any advantage which may present itself, and we can expect to hear of victory upon victory in Manchuria for the Jap, while Russia cannot manage its own little affairs at home in an amicable manner. St Petersburg cables inform us that a general uprising is taking place, that strikers are increasing in thousands, that a's a result of discontent one General has been beaten to death by an infuriated crowd who feared the General Would order his troops to lire on them, that all the householders are arousing, and that the Czar is to proclaim martial law. The marines and soldiers have evidently taken matters into their own hands and ignored ord rs to shoot—probably fearing worse results. The Sailors are in revolt, and in fact, Russia is a nice place to bo out of. The latest nows from the Russian capital is to the effect that a temporary lull is taking place, and it is to be hoped so \ a fire at Sevastopol wai the work df infuriated sailors who hardly victualled and harshly treated. They | recently rioted, maltreated their officers v and yelled ; “ Down with Admiral Tiohuohin and slop the War.” *• Down with Absolutism.” Soldiers were summoned and volleyed into the aiy. Thereupon the regiment was esnt to the barracks. The colonel, whkn he remonstrated with the soldiers, was told that if compelled to shoot, the officers would be the targets. Such is the state of things in the land of the Russian ! It has been so since Russia was Russia, and It will never be any different. That there is general dissatisfaction at the Eastern war continuing there is little doubt, and the Bear wou d do well to withdraw his troops from Eastern shores—lest they all be slain with no result.
