The Dogger Bank Affair.
PARIS, Jan. 9. The Eclair publishes an extraordinary story regarding the evidence to be submitted at the International Commission. It is stated Russian witnesses intend to testify that emissaries of tho Japanese Government engaged dozens of Danish pilots to wreck the Baltic Fleet ; and that Admiral Rozhjestvensky allowed them on board, but sent them below, and then selected others. The Eclair also states that evidence will bo given to the effect that the Japanese chartered a number of small vessels and transformed them into torpedo boats, which mingled with the Hull , fishing fleet, „ 4 ° f T mm Q
LONDON, Jan. 9
The Times’ Paris correspondent shows that M. Delcasse, Minister of Foreign Affairs, is maintaining an unqualified and unimpeachable attitude of neutrality towards Admiral Rozhjestvensky.
