RUSSIA ON THE JOB. LONDON, Dec. 21. The Russian emissaries boasted that eighteen trawlers had signed statements that torpedoers were among the fleet ancl that torpedoes were aboard the trawlers. The emissaries paid considerable sums and offered much more. In one case £250 was offered if the men would testify before the Paris Commission. It was also agreed to move the families anywhere they pleased if molested at Hull. When their mission was divulged, the emissaries left.
