Political Situation Grave in Europe.
POSSIBLE RUPTURE. LONDON, Dec. 5. Cladros’ advocacy of the removal of restrictions on the Black Sea Fleet was quite personal. The Russian Foreign Office deprecates raising in the public mind hopes which are impossible to realise. There is an active discussion in the European press which is possibly intended as a feeler prior to Bussia’a abrogation of the clause in the treaty regarding the Dardanelles. It is alleged that Germany, France and Turkey are willing to accede to Russia’s desire. Several English newspapers warn the Hon. A. 5 J,' Balfour against any concession. The Times’ correspondent gays there is a bitter feeling in Vienna regarding Germany’s hectoring attitude over the commercial treaty with Germany, the latter hinting that she may possibly refuse Austria’s favoured nation treatment Germany is endeavouring to abrocate such arrangements, notably with Britain and America. ST. PETERSBURG, Dec. 5. A number of sailors at Savastopol mutinied owing to the closing of disorderly houses and taverns. Sol-' diets suppressed the mutiny. Two hundied lawyers, who were forbidden to meet in the St. Petersburg law courts, assembled at the' mayoralty and endorsed the Moscow advocates’ demands for judicial reforms, the inviolability of the person and dwelling, the freedom of the press and personal freedom.
