AN ADMIRAL’S VIEWS. . FOREIGN PAPERS REMARKS. BERLIN, Nov. 15. Vice-Admiral Kuene, belonging to the German Naval Reserve, said he considered the Baltic fleet was justified in the action it adopted at the Dogger Bank. The same officer also said that Germany was interested in the arrival of the Baltic fleet in the Ear East, as the present war would decide Germany’s future at Kiaochau. LONDON, Nov. 15. It is understood that Admiral Sir Lewis A Beaumont (formerly in command of the Australasian squadron) will represent Great Britain on the North Sea Commission. The unknown vessel bombarded and sunk with all hands in the North Sea by Admiral Rozhdestvensky proves to have been the Swedish steamer Ares, ST. PETERSBURG, Nov. 15. The newspaper Sviet says that the opinion is held in France that the Franco-Rusaian Alliance is akin to a political flirtation, but Russia had better be isolated than enter intiO theoretical friendships without practical advantage. Throughout the Dogger Bank incident, adds the Sviet, whereas Britain’s bellicose mood demanded inflexible action, M. Delcasse, French Minister of Foreign Affairs, confined bis diplomacy to soft words. The ,ni4B> e pt was critical, and, according to several French newspapers, the Kaiser, not France, came to Russia’s aid. NEW YORK, Nov. 14. The St. Petersburg correspondent of the New York Herald says that Russians declare the only point at issue is whether a mistake occurred at the Dogger Bank, and does not indlude the idea that the officers knowingly attacked the fishermen ; hence there was no question of punishment.
