Decreasing Birth Rate.
Little Tasmania is making a brave effort to ensure the natural increase of the population. A family cannot be raised without cost, and taxation presses heavily on the man whose “ quiver is full,” so the Tasmanians propose to lessen taxation at the rate of £lO a year for each child. This, however, only applies to men whose incomes are under £IOO a year, so thht the wealthier classes are still without inducement to reform. Mr Seddon should take note of plan, and extend it to induce or compel the large property owners to people the land without immigration. Tasmania also pi’oposes to practically tax bachelors by making every male adult who has no children contribute something to the revenue. In a few years Tasmania should show a marked improvement in the birthrate, and the bachelors should be few, bnt it will then be necessary to devise new taxation to make up for the lost revenue.
