THE SHANGHAI INCIDENT.
The Viceroy of Nankin refused the Taotoi’s request for a Chinese squadron to proceed to Shanghai. Mr Goodson states the American Government doea not intend to interfere, though the United States destroyer Ohauncey cleared for action when entering Shanghai. Admiral Sterling now asserts she was only carrying despatches, and h id no connection with the arrival of the Japanese destroyers. The Russian Admiralty severely criticise Admiral Skycdloff for the Vladivostok sortie.
Admiral Alexieff is held chiefly re* sponsible, while Admiral Skryd|pff is - censured for not taking eomilifl&d of the cruisers.
General Kuropatkin has discovered that General Oku’s force has been weakened by the despatch of 15 regiments to assist General Nogi ab'Port Arthur.
It is expected at St Petersburg that General Kuropatkin will assume the offensive.
The Shanghai Naval Court has decided that the Russian destroyer Itaztoropui torpedoed the Hipaang without just cause, and that the vessel had no contraband, but was quietly voyaging from NiuohaUg to Chefoo with lights burning and the British flag flying.
