RUSSIA’S VOLUNTEER FLEET
Berlin newspapers give prominence to an apparently inspired St. Petersburg telegram to the effect that the Czar overruled the Council’s desire to waive the right of search by volunteer cruisers. The Standard says the nation’s temper is rising in the face of intolerable affront. “ If,’’ asks the Standard, the greatest navy in the world is unable to protect traders from assault, outrage and indignities, what’s it’s use.” The Times says Mr Balfour’s guarded tone and studied moderation does not remove the impression that the situation is grave. Mr Balfour, in replying to Mr Bowles, said the status of the volunteer fleet was under discussion. The Government deprecated any discus sion in the House and declined to hold out a hope that the Government would take advantage of recent occurrences to seek to avoid their obligations under the declaration of Paris. It is reported at Tokio that the steamer Tsinan escaped sinking because the warships were unable to take the women and children aboard. Krupp’s factory is working overtime to execute Russian orders. RELEASE OF CAPTURED STEAMERS. The Formosa was released at Sufz,' The Malacca'has arrived at Algiers,and has been released. , ' ’ The German steamer Holsaiia .has arrived at Suez with a Bussiab prize, crew aboard. ' ' " The steamer Oltjt of Ayra has arrived at Perim. ns reports having been delayed by Russian cruisers. THE DARDANELLES. Turkish official circles, in view of Count Lamsdorff’s statement, consider there is no longer any reason to prevent the volunteer fleet passing the Dardanelles. The comments of several German newspapers show that Germany is passively supporting Russia’s resolution to uphold the passage under the guise of a commercial flag the vessels afterwards acting as warships. It is rumoured that Major-General Sansonoff and another general were wounded during the fight near Tashichiao.
