SUBMARINE SINKS ON THE NEVA. ■ - r While Russia’s best submarine boat, the Delfiu, was preparing to undergo a trial on the river Neva she sank prematurely. S The cause of the disaster was that the vessel was excessively manned" by an inexperienced crew. A lieutenant and twenty men were? drowned, and two officers and ten men saved.
