PORT ARTHUR. A DECISIVE ATTACK EX. PBCTED. Reports received in Rome state that wounded Russian officers arriving at Liaoysng declare that many land battles have occurred. Also, that the population of Port Arthur expect Sunday’s attack of Port Arthur will prove decisive. Port Arthur has been incessantly bombarded for seven days and the western portion destroyed, while ships have been struck. Britain has protested against Russia’s declaration that rice and food stuffs are contraband of war. The English Red Cross Society has sent £2OOO to St. Petersburg in aid of the Russian sick and wounded.
