RUSSIA ENLISTING CONVICTS. Admiral Alexieff is enrollingmany Saghalien convicts who have volun. leered to go to the war, the Czar promising to remit one year’s iraprisonraent for every two months’ service, besides giving special rewards for gallantry in the field. It is announced in St. Petersburg that it was found impossible to save the Bogatyr, and the Russians removed the guns and blew up the ship. The Japanese have sent a force from Gensan to suppress the Russian raiders in northern Korea. The Russians have collected one hundred locomotives and 800 oars at Liaoyang in readiness to remove their stores to Harbin if necessary. A Liaoyang telegram states that no exertion seems to tire the Japanese cavalry’s Austraian horses. Rains are melting the snow, and in consequence have suspended the Japanese advance, thus enabling the Russians to strengthen their positions from Liaoyang to Mukden.
