Count Lamsdorff, Russian Minister for Foreign Affairs, warmly con- ! gratulates M. Delcasse, Minister for Foreign Affairs in the French Cabinet, on the Anglo-French agreement. German newspapers are growing disappointed with regard to Morocco, and some of them advance German pretensions to Western Morocco. The newspaper Reichoate, the organ of the Protestant party, says Germany was not consulted and not taken seriously into the councils of the nations. It asks M here is Germany’s place under the sun ? All she possesses is a paper friendship. The Times says Egypt was Bismarck’s lever for separating Britain and France, and that Bismarck never forgave us for joining JLlussia to prevent Germany, in 1875, attacking France. The Times adds : jd r Chamberlain’s M eat African agreement may fairly be considered to be the germ of the present comprehensive arrangement affecting the future politics of the world.”
