APPOINTMENT OF A RUSSIAN
VICEROY.
Admiral Alexiff has been appointed Viceroy of the Par East, the ViceRoyalty comprising Amur province and Kwautung territory. _ He will be entrusted with supreme authority, including command of the Russian fleet and troops.
THE LATEST CONCESSION IN
KOREA,
The Japanese Minister in Korea has protested against the Yongampho concession to Russia. He emphasises the distance of Yongampho from timbering operations, and points to the irregularity of Russia first occupying the land and negotiating for its cession afterwards. The action, says the Minister, is calculated to imperil Korea’s independence and integrity. RUSSIAN TROOPS MOBILISING The Moscow correspondent of the Standard states that Russia is massing a hundred thousand troops in trans-Baikal territory in readiness to move to the Far East.
