RUSSIAN EXPENDITURE, ON FORTIFICATION, As a'result of the recent ference of Russian officials Arthur, Russia is appropriating 13,000,000 roubles (approximately tw.o millions sterling) for the purpose of fortifying thirty miles of coast between Port Arthur and Dalny. ARMS ORDERED FOR THE CHINESE. Yuan - sbikai, anticipating the early withdrawal of the Powers’ prohibition against the importation of arms, has ordered 30,000 rifles, 48 field-pieces and 50 machine guns. At the Dowager’s special orders, Shenchien, a journalist reformer, who advocated the assassination of members of the ruling dynasty, was beaten to death with bamboo rods at Pekin. The flesh on his arms, legs and back was torn to ribbons. The execution occupied two hours. Shenchien to the last proclaimed his willingness to die for his principles. Foreigners are intensely indignant at the Dowager’s cruelty. The reformers are now quiet and cowed. RUSSIAN ACTIVITY IN MANCHURIA. Japanese newspapers assert that Russia is building barracks throughout Manchuria, and is storing rifles at strategic points. The Earl of Lonsdale, who has arrived at Brisbane after an extensive tour through China and Japan, states that be vary much doubts if the Russians will ever evacuate Manchuria. In Japan there is a yery strong feeling in favour of war with Russia, but hia Lordship added that the Japanese are suffering with an acute attack of swelled head.
