RUSSIA WILLING TO FIGHT. Diplomatists at Pekin consider the gravest factor in the situation is the increasing danger of a Russo-Japan-ese war, inspired owing to Japan's growing irritation over Russia’s activity along the Yalu river. It is stated that Russia is willing to fight, being convinced of an early victory if the other Powers do not intervene. . Russian telegraphic communication between Autung and Youngampho has been suspended owing to Korea’s protest. M. Pakloff contends that the timber concessions made by Korea to: Russia carry the right to build a railway and telegraph lines, and open mining offices. IMPORTATION OF ARMS BY CHINA. Reuter’s Yokohama correspondent states that Britain has requested that the pwt of Wi*ju, on the Yala river,
in North-western Korea, shall be opened to foreign trade. The Korean Government is believed to be favoarable to the request. The Powers will allow all prohibitions against, the importation of arms into China to lapse in August. They are considered to be useless and ineffective.
